The updated printout, generated by the DPI, provides information sorted alphabetically by district name and reflects both October 15th aid certification data for each district for 2018-19 and the School Levy Tax Credit amounts per district for 2018-19.

The nonpartisan Legislative Fiscal Bureau (LFB) has released its annual memorandum providing information on the estimated percentage level of state support for K-12 education statewide and for individual school districts in the 2015-16 school year.
The memo estimates the state share of K-12 education in 2017-18 was 64.90 percent of partial school revenues, the same method used to calculate state support when the statutes mandated that state provide two-thirds of school costs. That two-thirds funding mandate was in effect from 1996-97 school year through the 2002-03 school year.

With property tax bills set to be mailed this week, school property taxes are likely to come under scrutiny once again.
Although per pupil revenue limits on school districts meant to hold down property taxes were unchanged by the Legislature, 2017-18 school levies totaled $4.945 billion, a slight increase of $87.1 million (1.8%) over the previous year, according to Dept. of Public Instruction (DPI) figures, and below the rate of inflation.
That increase in gross school levies will be more or less offset by an $87 million increase in the school levy credit, through which the state directly reduces the net tax due on taxpayers’ bills. Continue reading Statewide School Tax Levies Up Less Than Inflation

Per-Pupil Categorical Aid
Senate/Governor: Increase per-pupil aid $200 in 2017-18 and $204 in 2018-19.
Assembly: Increase per-pupil aid $150 in 2017-18 and $200 in 2018-19.

As the political campaigns heat up, school leaders can be sure that when candidates and incumbents talk about placing a priority on holding the line on property taxes, schools are likely to be affected.
A recent Wisconsin Taxpayers Alliance (WISTAX) analysis found that from 2000 through 2011, statewide property taxes grew by an average rate of 4.6 percent per year. Since then, annual growth has averaged 0.3 percent.
The largest recent increases (1.4 percent) occurred last year and two years ago. Last year, net levies fell by 2.3 percent as the state bought down technical college levies by providing a more than $400 million increase in state aid.
