Dyslexia study committee set to make recommendations on Oct. 23

The Legislative Council Study Committee on the Identification and Management of Dyslexia is scheduled to meet on Tuesday, October 23 to consider making several recommendations, including proposed legislation.  The meeting will be held at 10:00 a.m., in Room 411 South, State Capitol, Madison.

One proposed bill would require the Department of Public Instruction (DPI), in consultation with an advisory committee created under the bill, to develop a guidebook related to reading difficulties and dyslexia for pupils, parents, teachers, and administrators.

Study committee on Common School Fund to meet on Oct. 11

The Legislative Council Study Committee on the Investment and Use of the School Trust Funds is scheduled to hold its third public meeting on Thursday, October 11 at 10:00 a.m., in Room 411 South, State Capitol.

The Study Committee is directed to review the statutes governing the investment of the trust funds administered by the Board of Commissioners of Public Lands (BCPL), including the loan programs administered by BCPL. The Study Committee is further directed to assess whether current statutes adequately ensure the effective investment and appropriate use of the proceeds of the funds, and recommend legislation for necessary changes.

Some Study Committee members have expressed concerns about the BCPL’s State Trust Fund Loan Program and its effect private lending to municipalities and school districts. Possible discussion topics relating to these concerns include, among others:

o   capping the portion of the school trust funds that the BCPL that may be invested through the loan program;
o   prohibiting the issuance of loans with features that private lenders are unable to offer or requiring that the BCPL serve as a “lender of last resort”; and
o   measures intended to increase the return achieved through the loan program itself.

Study Committee on Dyslexia to meet Sept. 18

The third meeting of the Legislative Council Study Committee on the Identification and Management of Dyslexia is scheduled to be held on Tuesday, September 18, at 10:00 a.m., in Room 411 South, State Capitol, Madison.

This Study Committee has been directed to review the current screening, identification, school intervention, and treatment protocols for dyslexia in K-12 schools; to examine the effects of current state statutes and regulations on literacy outcomes for students with dyslexia; and to evaluate the effects of dyslexia on literacy outcomes in the state. Study committee on school trust funds to meet Sept. 5

The second meeting of the Legislative Council Study Committee on the Investment and Use of the School Trust Funds is scheduled to be held on Wednesday, September 5, at 10:00 a.m., in Room 411 South, State Capitol, Madison. You can watch the meeting LIVE on WisconsinEye.

This Study Committee is reviewing the statutes governing the investment of the trust funds administered by the Board of Commissioners of Public Lands (BCPL).  This includes the Common School Fund from which aids for public school libraries are generated.  The Study Committee is also reviewing the statutes governing the loan programs (e.g., the State Trust Fund Loan Program) administered by BCPL. Dyslexia study committee meets Wednesday, Aug. 29

The Legislative Council Study Committee on the Identification and Management of Dyslexia will hold a meeting on Wednesday, August 29 at 9:30 AM in Room 411 South, State Capitol.  The meeting will be broadcast live on Wisconsin Eye and include presentations by invited speakers. (See full agenda)

The Study Committee’s work could have important implications for public schools, as it is directed to review current screening, identification, school intervention, and treatment protocols for dyslexia in K-12 schools; to examine the effects of current state statutes and regulations on literacy outcomes for students with dyslexia; and to evaluate the effects of dyslexia on literacy outcomes in the state.

Study committee on use and investment of Common School Fund to meet Thursday

The Legislative Council Study Committee on the Investment and Use of the School Trust Funds will hold its first meeting on Thursday (August 16) at 10:00 AM in Room 411 South, State Capitol.  The hearing will be broadcast live on Wisconsin Eye.  A panel of school leaders (school board members and school administrators) is scheduled to testify beginning at 2:40 p.m. (You can view the agenda here.) School Trust Funds Study Committee sets first meeting for Aug. 16

A special study committee looking at the constitutionally established state school trust fund that supplies Library Aid to public school libraries will convene next month.

The Legislative Council Study Committee on the Investment and Use of the School Trust Funds will  hold its initial meeting on August 16 at 10:00 a.m. in Room 411 South of the State Capitol.  The WASB has been asked to participate in a panel discussion presentation to the study committee at that meeting.
