Budget Negotiations Stall as Assembly Focuses on Foxconn Incentives

State Senate Majority Leader Scott Fitzgerald (R-Juneau) says negotiations with the state Assembly on the state budget and Foxconn incentives legislation have stalled.  Fitzgerald spoke to Capitol reporters and said the Assembly is moving forward on the Foxconn bill without input from Senators and he is not sure he has the votes to pass it in his house.  He also restated the Senate’s priority of completing the state budget first and then working on the Foxconn incentives. We previously posted on reports that the budget committee would not be able to meet until the week of August 21 at the earliest.

Budget Update: Finance Committee Not Likely to Meet Until August 21

Gwyn Guenther of theWheelerReport.com reported on her podcast (Wheelercast #8) that because of scheduling conflicts the budget-writing Joint Finance Committee (JFC) will likely not be able to meet again to take up the remaining parts of the state budget and the Foxconn incentive bill until the week of August 21st.  Summer post-budget is typically when many lawmakers are on family vacations or travelling to national conferences to network with colleagues from other states.

While the GOP Senate and Assembly have disagreed on whether the budget or Foxconn bill should be taken up first, it is likely that both will move forward concurrently.

With passage of the 2017-19 state budget now more than a month overdue, the Republican leaders of the state Senate and Assembly have found another thing on which they don’t agree:  how to move forward with Governor Scott Walker’s proposed special session legislation to provide tax and other incentives to close the deal to bring Taiwan-based tech giant Foxconn to Wisconsin.

Governor Inks Deal with Foxconn, Calls Special Session on Incentive Package

Governor Scott Walker signed a memorandum of understanding (MOU) last Thursday (July 27) with Foxconn founder and chairman, Terry Gou, that could bring a potential $10 billion investment by the world’s largest electronics manufacturing services provider to Wisconsin.  Foxconn, also known as Hon Hai Precision Industry Co., Ltd. , is famous for assembling iPhones, flat panel screens, and other high tech devices.  It plans to build a plant in Southeast Wisconsin that would initially employ 3,000 workers and could eventually employ up to 13,000 workers.
