Governor Scott Walker is scheduled to sign 90 bills, including several affecting K-12 education, during a marathon bill signing ceremony scheduled to last from noon until 6:00 p.m. on Monday (April 16).
Among the bills scheduled to be signed are:

The state Senate passed Assembly Bill 835 authored by Rep. John Nygren (R-Marinette) & Sen. Howard Marklein (R-Spring Green, pictured), during its floor session on Tuesday, February 20 on a vote of 31-1. Sen. Dave Craig (R-Town of Vernon) was the only No vote. The state Assembly had previously passed the bill on a 91-2 vote and it now goes to Gov. Walker, who has already indicated his support.

The state Assembly approved Assembly Bill 835 authored by Rep. John Nygren (R-Marinette) & Sen. Howard Marklein (R-Spring Green) during their floor session on Tuesday, February 13 on a vote of 91-2. Reps. Andre Jacque (R-DePere) & Adam Jarchow (R-Balsam Lake) voted No on the measure. The bill is now awaiting action by the state Senate before going to Gov. Walker, who has already indicated his support.
The bill increases sparsity aid for eligible districts as well as raising the low revenue ceiling for low-spending school districts. The amendment that was added to the bill by the Joint Finance Committee last week relating to districts with a recent failed operational referendum (see previous post) was also approved. As the 2017-18 Legislative Session winds down, the Wisconsin Assembly is scheduled to meet in floor session tomorrow to take up a full calendar of bills, including two K-12-related bills:
Assembly Bill 780—Notice to a school of a permanency review or hearing, notice to a school district of a foster home or group home license or out-of-home care placement, and transfer of pupil records. This bill changes the requirements for notifying schools in the process of placing a child in out-of-home care. It adds the child’s school to the list of entities that receive notice of the review or hearing on the child’s proposed permanency plan and that may have the opportunity to submit written comments to the court on the proposed plan, but may not otherwise participate in the review or appear at the hearing. AB 780 is is one of 13 bills developed the Task Force on Foster Care established last June by Assembly Speaker Robin Vos (R-Rochester). (See previous post.) Last week, the Joint Finance Committee (JFC) co-chairs removed 83 provisions identified as “non-fiscal” policy items from the governor’s budget bill. (See previous post).

Effective with the 2017-18 school year, the governor proposes to merge the Course Options and Youth Options programs into a new Early College Credit program governing traditional dual enrollment for college credit. The proposal aims to simplify college credit attainment for high school pupils and school districts and it would statutorily limit per-credit charges and spell out who is responsible for paying those credit costs. The proposal also explicitly allows pupils to take dual enrollment courses during the summer.
