DOJ responds to criticisms of school safety grant round two required mental health training

Last week, mental health advocacy groups sent a letter to the Office of School Safety raising concerns about the adolescent mental health training that is required if a district receives a second round  school safety grant.

The following day, the Office of School Safety responded to those concerns via an e-mailed letter.

If your district has concerns about the second round of school safety grants, including what is required of districts under those grants or the application process, please let us know so we can better represent you. 

As a reminder, those applications must be submitted by tomorrow, August 30.

Earlier today, the Office of School Safety also issued the following clarifications about the training required under the round two grants:

Training Clarifications for Round 2

The Office of School Safety has received several questions regarding the costs and procedures for requesting Adolescent Mental Health training in the grant application. Those questions are answered below. Additional questions and answers are available in the Frequently Asked Questions section of the website.

Adolescent Mental Health Training (AMHT) for the Required 10%

  • 10% of full time teachers, counselors, psychologists, social workers, SRO’s and administrators and at least one member of the School Safety Intervention Team (SSIT) must attend the AMHT before August 31, 2020.
  • Registration will occur through the National Association of School Resource Officers website. Access this on the OSS website under Training Opportunities.
  • Lunch will be included for all participants on the first day. If lunch is provided on the second day, lunch is not eligible for expense reimbursement.
  • No tuition should be requested for the 10% of full time teachers, counselors, psychologists, social workers, SRO’s, administrators and at least one member of the SSIT.
  • All travel costs (such as mileage, lodging and meals associated with ANY training) should be entered under the Travel/Training Expenses Tab and the Budget Narrative in Egrants. Additionally, this information should also be included in the Budget Spreadsheet (which is uploaded into Egrants).
    • Travel costs are eligible for reimbursement from Round 2 grant funding.

Hosting an AMHT

  • If a school is hosting an AMHT they need to request an additional $10,000.
    • This additional money is not taken out of the “per student” grant amount allotted for Round 2.
  • The $10,000 per AMHT should be entered under the Consultant Expenses Tab in Egrants.
    • If you host more than one AMHT, request $10,000 for each training. For example, if you are hosting two trainings, request $20,000.

AMHT above the required 10%

  • Schools sending more than the required 10% of full time teachers, counselors, psychologists, social workers, SRO’s and administrators to attend the AMHT will need to request $200 per person above 10% for their tuition cost. This should be entered under the Travel/Training Expenses Tab and the Budget Narrative in Egrants. Additionally, this information should also be included in the Budget Spreadsheet (which is uploaded into Egrants).
    • This tuition cost is taken out of their per student grant amount allotted for Round 2.

Threat Assessment Team Course

  • The registration link will be available on the OSS website under Training Opportunities.
  • Only one member of the SSIT is required to attend this class before August 31, 2020. However, the DOJ highly encourages all members of the SSIT attend this training.
  • This training is free. The DOJ will support the tuition costs for all attendees.
  • No meals are provided at this training
  • All travel costs such as mileage, lodging and meals associated with ANY training should be entered under the Travel/Training Expenses Tab and the Budget Narrative in Egrants. Additionally, this information should also be included in the Budget Spreadsheet (which is uploaded into Egrants).
    • Travel costs are eligible for reimbursement from Round 2 grant funding.

Note: For travel and training reimbursements you will need all receipts except for meal and mileage reimbursement.
