The WASB-initiated bill to modernize the publication of school board meeting minutes (proceedings) authored by state Rep. Jeremy Thiesfeldt (R-Fond du Lac) and Sen. Duey Stroebel (R-Saukville) has been introduced as Assembly Bill 70. The bill has been referred to the Assembly Committee on Local Government chaired by Rep. Ed Brooks (R-Reedsburg) who is also a co-author of the bill.
This bill authorizes school boards (and other local government entities) to satisfy their legal obligation to publish the proceedings of regular and special meetings by posting a copy of the proceedings in a public place and electronically placing a copy on the school district website.
Generally, proceedings are defined as the substance of every official action taken by a school board at any meeting. With some exceptions, current law requires school boards to publish proceedings of meetings in a newspaper if one is published within the school district boundaries.
The WASB worked to develop this bill in response to the 2016 Delegate Assembly approving the following resolution:
1.60 Elimination/Reduction of Newspaper Notice/Publishing Requirements
The WASB supports legislation allowing school districts to publish statutorily-required notices electronically on the school district website and other social media maintained by the school district in lieu of publishing these notices in newspapers. (2016-13)
