In 2015 Wisconsin Act 55, the 2015-17 state budget act, lawmakers restored state per pupil aid payments to public school districts at $150 per pupil in 2015-16. However, school leaders should be aware that Act 55 also provided that payments of 2015-16 per pupil aid will be made on the second Monday in July 2016 (July 11). (In prior years, these payments have been made on the fourth Monday in March.)
Although your district’s 2015-16 per pupil aid payment will be received after the end of the 2015-16 fiscal year, the DPI indicates that for accounting purposes the district should book this aid payment as a receivable for 2015-16.
For the 2016-17 school year, Act 55 provides a $100 increase in per-pupil aid to a total $250 per pupil, and also restores the fourth Monday in March as the payment date for this aid. As a result, for 2016-17, this $250 per pupil aid payment will be considered current-year revenue.
Per–pupil aid is calculated using the per pupil amount set by the Legislature multiplied by each districts’ 3-year membership average from the districts revenue limit worksheet.
